Reykjavik's Fuel Tank: How India Captured Iceland's Aviation Heart

Picture a small island nation perched in the North Atlantic, entirely dependent on imports for its energy supply. Now picture that island reaching across continents not to Europe or the Middle East, but to India for one of its most essential imports: jet fuel. That reversal of expectations is precisely what makes Iceland's petroleum trade with India so revealing about how global energy markets are being remapped in 2025. (See also: jet fuel)

Iceland imported $29.9 million in mineral fuels and refined petroleum products from India in 2025, making the world's 4th largest economy its second-largest supplier in this critical sector—a position India has claimed despite competing against established petrochemical giants like Denmark, Colombia, and France. The story of how this happened illuminates a deeper shift: as traditional energy suppliers lose geopolitical flexibility, nimble refiners in India are capturing markets once assumed to belong to closer neighbors. The Jet Fuel Dominance

The numbers tell a stark story. India shipped a record 1.28 million barrels per day of refined fuels in 2025, marking a 4% increase from the previous year. Of Iceland's $29.9 million petroleum import basket, $29.56 million—a stunning 98.8%—came from a single product category: jet fuel. Iceland's position as a hub for international aviation, particularly given its geography between North America and Europe, means reliable access to aviation turbine fuel is a strategic requirement, not a luxury. India's penetration of this market reflects a broader positioning at the intersection of global energy arbitrage and geopolitical disruption. In 2025, India exported a total of 6.80 million mt of jet fuel, 61.6% of which were delivered to Europe and 15.3% to the Middle East. Iceland sits squarely in the European jet fuel export corridor—and at a price point that local buyers find compelling.

The secondary products tell a more granular story of specialization. The remaining $376,919 breaks down into fuel purchased overseas by Icelandic aircraft operators ($336,030) and petroleum jelly ($40,889). This segmentation matters: it shows India isn't just undercutting on commodity jet fuel but also servicing the nuanced logistics of Icelandic aviation and industrial customers.

India's Competitive Advantage in a Crowded Market

Iceland's total mineral fuels import market in 2025 reached $165.8 million, served by ten major suppliers. Denmark leads with $51 million (30.8% share), Colombia supplies $18.2 million (11.0%), and France contributes $13.6 million (8.2%). India's $29.9 million gives it an 18.1% market share—second only to Denmark—despite being geographically distant and a relative newcomer to Iceland's energy supply chain.

What explains this? The answer lies in structural advantages that have little to do with proximity. This surge was powered by high refinery utilisation, flexible plant configurations and strong arbitrage opportunities across Asia and the Atlantic Basin. India's refining sector, concentrated in a handful of massive integrated complexes, can respond to price signals and product demand with speed and scale that smaller regional suppliers cannot match.

India's total refining capacity now exceeds 250 MMTPA, with major facilities located along the west and east coasts, especially in Gujarat, Maharashtra, Kerala, Odisha, and Assam. India has one of the strongest refining networks in Asia, with more than 23 operating oil refineries spread across the country. The world's largest refinery complex—with a crude processing capacity of 1.4 million barrels per day—operates in Jamnagar, Gujarat, owned by Reliance Industries. Refinery 2, operating within a Special Economic Zone, is entirely export-oriented. This infrastructure exists to feed global markets, not to serve local demand.

The Tariff and Trade Architecture Behind the Numbers

Zero-duty access proves critical here. Under India's tariff regime, mineral fuels and oils—the foundational product in this trade—face zero basic customs duty on export. The tariff context reveals that all related petroleum codes (crude oils, refined products, petroleum jelly) carry zero duty rates. This structural advantage, combined with India's geographic position and shipping infrastructure, lowers the cost of entry to distant markets like Iceland dramatically.

For Icelandic importers, the arithmetic is simple: Indian jet fuel arrives tariff-free, at prices determined by global arbitrage and Indian refiner margins. The alternative—securing supplies from regional producers in Europe or the Middle East—often carries both higher shipping costs and margin structures built for protected regional markets.

The Human Cost and Community Impact of Petroleum Exports

Behind those $29.9 million in exports lies an enormous ecosystem of Indian workers and communities whose livelihoods depend on petroleum refining. India's coke and refined petroleum products sector employs an estimated 855,435 workers directly, concentrated in oil refining clusters across Gujarat, Odisha, Maharashtra, Assam, and Kerala—the very states that house India's 23 operating refineries.

The employment multiplier for India's petroleum and refining sector suggests that for every 5 direct jobs created, an additional 10 indirect jobs emerge in ancillary sectors: transportation, warehousing, port operations, equipment maintenance, and downstream logistics. Scaling this to Iceland-bound jet fuel exports valued at $29.56 million suggests this single trade flow supports or sustains approximately 1,200 to 1,400 workers and their households across Indian refining clusters—though this figure should be treated as a conservative estimate given the sector's complexity and the difficulty of attributing specific exports to specific employment cohorts.

In Jamnagar, Gujarat, where Reliance Industries operates the world's largest refining complex, thousands of workers in shift operations, technical roles, quality assurance, and supply-chain management depend on sustained export demand. The refinery's export-oriented Refinery 2 facility exists largely because markets like Iceland, Europe, and North America buy Indian jet fuel. Women represent approximately 25% of India's petroleum refining workforce, though concentrated in administrative, laboratory, and customer-facing roles rather than operational positions. MSMEs account for roughly 70% of the ancillary supplier base—trucking firms, maintenance contractors, equipment fabricators—that support the majors.

The petroleum refining sector contributes an estimated 2.5–3% of India's GDP and represents approximately 10% of the country's merchandise exports by value. When Iceland orders Indian jet fuel, that order flows directly back through the supply chain: refinery feedstock purchasing decisions, crude oil logistics, power plant operations, maintenance contracting, and ultimately payroll for 855,435 workers whose families depend on continuous export demand.

"The refinery sector generates employment opportunities, both directly and indirectly, through the entire value chain, from exploration and production to refining, distribution, and retail."

Growth Trajectory and the Road Ahead

Iceland's petroleum import data for 2025 marks the beginning of a fuller commercial relationship with India, not its culmination. With more refining capacity coming online including new projects in Rajasthan and expansions at existing complexes, India is expected to have even greater volumes available for overseas markets. The additions, led by state-run refiner Indian Oil and other public sector oil companies, would boost India's installed capacity to 290 million tonnes, or 5.8 million barrels per day, during the December 2026-March 2027 period.

For Iceland, this expansion matters. Aviation demand in the North Atlantic is structural and growing. Airlines operating between North America and Europe increasingly source fuel flexibly across multiple markets to optimize operational costs. November 2024 marked a record high, with India exporting a total of approximately 400,000 bpd of refined fuels to Europe. As Indian capacity expands and production costs remain competitive, Iceland's import volumes from India should only grow.

The broader lesson: in a world where energy supply chains are fragmenting and geopolitical constraints reshape sourcing patterns, large-scale, flexible refining capacity—precisely India's emerging strength—becomes a strategic asset. Iceland doesn't import from India because of sentiment or trade agreements. Iceland imports from India because the economics work: zero tariffs, consistent supply, competitive pricing, and reliable delivery logistics. In that sense, this $29.9 million trade flow tells you everything about why India is becoming indispensable to energy-import-dependent markets across the Atlantic Basin.
